Add ZFS role to deploy.yml for scrub scheduling

Browse source 
Wire the existing zfs role into deploy.yml as Stage 4f,
targeting zfs_hosts (london-a, london-b). This ensures
weekly ZFS scrub crons are deployed on full fleet runs.

Fixes PESO-105
